FORO Nacional Internacional suscribe convenio con el Centro Nacional de Planeamiento Estratégico (CEPLAN)

FORO Nacional Internacional y El Centro Nacional de Planeamiento Estratégico (CEPLAN) firmaron un convenio de colaboración interinstitucional que tiene como objeto establecer mecanismos de cooperación entre ambas organizaciones, en materia de planeamiento estratégico y fortalecimiento de capacidades.

El convenio tiene una duración de dos (2) años y establece el compromiso de ambas instituciones a prestarse asesoría y asistencia técnica, desarrollar proyectos conjuntos, elaborar propuestas conjuntas para promover políticas de planeamiento estratégico, visión estratégica de mediano y largo plazo y sistemas de información para la toma de decisiones estratégicas, así como para el fortalecimiento del sistema Nacional de Planeamiento Estratégico y del CEPLAN. Además, diseñar e implementar iniciativas de capacitación y diálogo para la formulación , articulación, ajuste, implementación y evaluación de los planes estratégicos del país. Así como de proyectos y programas estratégicos prioritarios para el desarrollo nacional.
 

El acuerdo fue suscrito por el presidente del CEPLAN, Mariano Paz Soldán, y el director ejecutivo de FORO Nacional Internacional, Mario Bazán.

Director de FNI realiza visita técnica al observatorio colombiano de ciencia y tecnología

Una ajustada agenda de reuniones tiene Mario Bazán, Director Ejecutivo de FORO Nacional Internacional, quien se encuentra realizando una visita técnica al Observatorio Colombiano de Ciencia y Tecnología.  “Colombia, es uno de los países de la región que ha puesto mayor enfasis en la proyección de la ciencia y tecnología como herramienta para promover el desarrollo durante los últimos decenios.  Por lo tanto mi visita a Bogotá tiene como objetivo aprender lo más que pueda de ellos”

Durante esta visita el Director de FNI se reunirá con Mónica Salazar Directora Ejecutiva del Observatorio Colombiano de Ciencia y Tecnología -OCyT-, también con Marcela Lozano quien lidera el área de apropiación social de la CTI, con Diana Cruz quien está a cargo del área de gestión de la información, con el jefe del área de inversión Jorge Lucio Álvarez y con Luis Alberto Colorado. Además se reunirá con Claudia Cuervo quien lidera la Oficina Asesora de Planeación de  COLCIENCIAS.

El Observatorio Colombiano de Ciencia y Tecnología –OCyT,  es una iniciativa público-privada, que tiene como misión contribuir al conocimiento cuantitativo y cualitativo del Sistema Nacional de Ciencia y Tecnología e Innovación -SNCTI- mediante la producción de estadísticas e indicadores, y apoyar los procesos estratégicos de planificación y toma de decisiones a través de una interpretación integral de la dinámica de la ciencia, la tecnología, y la innovación -CTI- en el país y de su posicionamiento a nivel regional y mundial.

Colciencias, es la entidad que coordina el Sistema Nacional de Ciencia, Tecnología e Innovación de Colombia -SNCTI, crear sinergias e interacciones para que Colombia cuente con una cultura científica, tecnológica e innovadora; y que sus regiones y la población, el sector productivo, profesionales, y no profesionales, estudiantes y docentes de básica, media, pregrado y posgrado, hagan presencia en las estrategias y agendas de investigación y desarrollo. Asimismo, tiene a su cargo la definición de los programas estratégicos para el desarrollo del país, la complementariedad de esfuerzos, el aprovechamiento de la cooperación internacional y la visibilización, uso y apropiación de los conocimientos producidos por las comunidades de investigadores e innovadores.

Al ser consultado Mario Bazán, indicó que realizará una exposición en el OCyT en la cual presentará lo que FNI viene realizando en materia de ciencia, tecnología e innovación a través del programa KIND, además de ver la posibilidad de abrir canales de intercambio interinstitucional dentro del marco del convenio, recientemente firmado, con CONCYTEC.

FORO Nacional Internacional signs a cooperation agreement with CONCYTEC

On Thursday, July 5th, 2012, at the office of the National Council of Science, Technology and Technological innovation of Peru (CONCYTEC) have been signed an agreement on scientific, technology and technological cooperation between FORO Nacional Internacional (FNI) and CONCYTEC.

The document signed by Victor Carranza, President of CONCYTEC and Mario Bazan, Executive Director of FNI seeks; to generate synergies between the two organizations within the framework of the common lines of work in the field of science, technology and innovation.

This framework agreement will enable both institutions to present proposals to promote the design of scientific and technological policies in the country, in addition to improve institutional strength, and support the strategic planning on innovation, science and technology. 

With this agreement FNI adds a new strategic partner on its goal of building work and research networks and linking key actors to support development process in the country. Other institutions that are already part of the strategic partners of FNI are Centro de innovacion of IPAE and the Pontificia Universidad Catolica del Peru.

Se dio el inicio al ciclo de conversaciones que marcan el comienzo de las celebraciones de FORO Nacional Internacional (FNI) y Agenda: PERÚ por sus veinte años de existencia.

Veinte años lleva FORO Nacional Internacional aportando a la generación de ideas, debates y propuestas para el desarrollo y la gobernabilidad democrática, entre las que se incluyen el programa Agenda: PERÚ que duró una década. Para celebrar la ocasión, FORO ha organizado una serie de reuniones para reflexionar sobre el desarrollo del país y de América Latina.

FNI inicia sus celebraciones a lo grande. Ha invitado a expertos de talla mundial como el británico Ged Davis, reconocido estratega y ex gerente de organización del World Economic Forum; a la venezolana Carlota Pérez, experta internacional en temas de innovación tecnológica; a Keith Bezanson, especialista en Cooperación Internacional y financiamiento para el desarrollo, Bezanson tiene un vínculo especial con nuestro país pues fue Embajador de Canada en Perú en el decenio de los 80’s; al español Jose Antonio Alonso experto en temas de gobernabilidad y reformas del estado; y al medioambientalista Domenico Grasso, quien es decano de la facultad de graduados de la prestigiosa universidad de Vermont, Estados Unidos. También los acompañan la alemana Claudia Juech, encargada de planificación de la Fundación Rockefeller e Isabel Bortagaray experta del Centro Internacional de Investigaciones para el Desarrollo de Canadá.

Al ser consultado sobre lo que esperan del evento Mario Bazán, Director Ejecutivo de FNI comentó: “Nuestras expectativas son altas; esperamos proponer una nueva agenda de investigación para poder seguir fortaleciendo y aportando al desarrollo sostenible del Perú y de la región por otros veinte años más.” En el evento también participarán distintos representantes de la academia, del sector público y privado y de otras organizaciones del país y de la región.

FORO Nacional Internacional, fundada en 1992 por Francisco Sagasti y Max Hernández, inició sus actividades con el programa Agenda:PERÚ, planteando hace quince años una agenda para la reconstrucción democrática del país, y hace 10 años presentó su informe central con una propuesta de desarrollo del Perú con miras a la celebración del bicentenario de la independencia. En esta oportunidad, se espera aportar ideas para los próximos 10 y 20 años.

Team of Agenda: PERU Foro Nacional Internacional receives first prize in international competition awarded by the Institute for Alternative Futures U.S.

In mid-November, the Institute for Alternative Futures released the results of the contest Scenarios for Inclusion (Pro-Poor Scenario Award). This international competition seeks to find ways of applying foresight which has a direct impact on poor and marginalized populations. A research team from the Foro Nacional Internacional was awarded the first prize in the contest organized by the institution.

This award was decided by an international jury of experts that evaluated prospective venues around the world (including countries in Asia and Africa), as part of an effort to find ways of applying foresight to have a direct impact on the poor and excluded.

In April 2011 a Foro Nacional Internacional team made up of Mayor Gonzalo, Ruth Bustamante Romeld Llacsahuanga and developed a joint workshop with a group of men and women of the Shipibo-Conibo community living in Cantagallo (located between the districts of the Rimac Fence and Lima) since 2000. In this workshop was a prospective in which it was implemented, completed and implemented, with some important settings, participatory foresight methodology (Pro-Poor Scenario Toolkit) at the Institute for Alternative Futures. At the end of the day, the community was able to write three scenarios (a "probable", another "visionary" that reflects the most optimistic scenario but doable, and a third "challenging") for the year 2039, also was able to identify and discuss the priority development issues for the community and expected trends. This exercise and its results were presented to the contest above.

This work is part of the efforts made in the framework of Agenda: PERU, which queries both experts and citizens to build a development strategy for Peru in the 21st century. Within this framework, the team sought to help a community affected by the exclusion to identify emerging challenges and opportunities that can be addressed to improve their lives and their future as an organized community.

Another important objective of this exercise (which was especially appreciated by community representatives) was to help better communicate the needs and aspirations of a group excluded from decision makers and relevant public authorities.

Contributions to a new democracy and development agenda for Peru

Foro Nacional Internacional and National Center of Strategic Planning - CEPLAN, organized the conference Rethinking the Future: Contributions to a new democracy and development agenda for Peru, where Team Program Agenda: PERU of Foro Nacional Internacional, presented the results of updating and revision of proposals and statements made in the publications "Peru: Agenda and Strategy for the 21st Century" and "Democracy and Good Governance".

Francisco Sagasti, Founder of Foro Nacional Internacional and former program director of Agenda: Peru, said that our country is like an airplane "jumbo", fueled and ready to leave the track. "It depends on the pilot and his crew if aborted takeoff or takes off" also indicated that despite the uneven legacy of the past decade, it still can consolidate achievements and address the unfinished agenda, even in an uncertain global context.

Gonzalo Alcalde, coordinator of the current Agenda: Peru, said the advisory type methodology in this process to build consensus and to surface relevant information for the country. He indicated that the recent consultation that the priority issues that have become more important for democracy in the last decade are: i) decentralization and regionalization, ii) citizen participation, iii) environment, iv) the identity and culture, and v ) social conflicts.

Meanwhile Mario Bazán, Executive Director of Foro Nacioanl Internacional on the topic pointed decentralization and regionalization of devolution initiatives exist to strengthen central government to regional governments to be assessed and supplemented with resources (human, financial, infrastructure) also noted every time progress is made but sometimes these are lost with the change of government stressed that just as we are in a nascent stage, but with some valuable lessons: there is plenty to do, but you must continue on what is working and the agenda of decentralization and regionalization is broad and relevant in the current context.

Apart from the results presented by the Foro Nacional Internacional representatives commented on the different areas Alarco Germain, President of CEPLAN, Ivan Lanegra, Deputy Minister of Multiculturalism, Elias Ruiz, Director for Monitoring and Evaluation CEPLAN and Ricardo Franco Ahuanari, President of Housing Association in Lima Shipibos said the experience of your community for prospective work that won first place in the international competition for Pro-Poor Scenario Award. Also, a national forum Ruth Llacsahuanga International described the experience of conducting this workshop.

The conference was a massive participation of representatives of various spheres of national life and members of international agencies.

Executive Director of National FORUM International participates in international events from Stanford University

In recent days traveled to Palo Alto, USA. Mario Bazán, Executive Director of the Foro Nacional Internacional to participate in a series of meetings to be held in the School of Law at Stanford University. The first one organized by the Rockefeller Foundation and Stanford University Dialogues Uncommon / Woods Institute for the Environment, aims to explore new approaches to understanding the link between ecosystem services and human welfare, as well as the new policy and funding mechanisms for interrelated in the decision making process to achieve better results for both. The Ecosystem Services Workshop & Human Well-Being, will be held on 07 and 08 December.

Similarly, part of the workshop Bazán "Discussion of a Standardized Approach to Evaluating Development Strategies of agricultural effects on human well-being and the environment organized by Bill and Melinda Gates Foundation and the Natural Capital Project to be held on December 9 at school laws of Stanford University. The objectives for this workshop are i) to discuss and begin to outline an analytical framework referred to prioritize management or a framework for policy questions in terms of agricultural development and issues related to poverty alleviation, (2) clearly define elements of the standard framework that encompasses multiple ecosystems and social impacts (indicators, criteria or thresholds to be tested, etc.).
